Duties and Responsibilities:
The PM shall provide a framework for project communications,
reporting, incident management, and procedural and contractual
activity. The tasks shall include, but are not limited to:
Establishing documentation and procedural standards for a
transition and the steady state operational and services
environment.
Conducting status meetings as required.
Preparing biannual report of pertinent contract accomplishments
during the specified timeframe.
Preparing, presenting, and submitting to the government: EPA
Monthly Financial Status Report EPA reports, when requested.
Champion, manage, and influence the cross-functional strategic
planning and business planning process by leading conversations
with key stakeholders to develop concepts for strategic initiatives
and developing those into detailed program / project plans
(including roadmaps, funding planning, resource planning etc.)
Ability to move fluidly from the big picture to details so that the
team can deliver complex and strategic cross-functional projects,
often with tight deadlines
Act as the bridge and a connector for Indigo IT and thrive in a
dynamic work environment with the ability to juggle and prioritize
multiple projects with ease
Possess demonstrated practical application of Project Management
Professional methodologies including the ability to create and
monitor project plans and to drive and develop tasks associated
with plan
Proactively track progress, resolve dependencies, evaluate risks,
and communicate status to management and project stakeholders and
engage the project teams to achieve goals and maintain
comprehensive communication to stakeholders regarding progress and
deliverables
Identify Key Performance Indicators (KPIs) from both the company,
subcontractors, and customer perspectives and gather data/metrics
and observations to identify obstacles and drive for
improvement
Identify communication gaps, manage issue escalations, and provide
support to teams balancing competing priorities and drive results
proactively
Successfully interact with Indigo IT's executive team to provide
seamless execution of the contract and provide deliverables of the
highest quality
Ability to execute tasks in a high-pressure environment is
crucial
Proven technical aptitude and the ability to understand technical
designs, challenges, and risks
Strong technical, analytical, and quantitative skills with the
ability to use data and metrics to back up assumptions,
recommendations, and drive decisions
Specific demonstrated experience and/or certifications in various
technologies, operations, and maintenance
Possess initiative with strong analytical, problem-solving skills
and ability to make complex decisions in potentially ambiguous
situations
Primary interface to engineering managers and engineers to estimate
work efforts, define milestones and manage resources with a team
size of 10-25 personnel
Ability to share program/project process frameworks, tools, and
best practices that can be adopted throughout the organization and
implement improvements to the engineering organization and the
project management process
Proven experience with responsibilities that include managing
business aspects of engineering, including managing third party
software and human vendors
Ability to build trust across the organization and willingness to
be direct, while striving to act with empathy and integrity
Ability to break through communication issues and effectively
develop relationships with stakeholders at all levels of the
organization
Strong interpersonal communication, presentation, organization, and
planning skills
Proven capacity to lead by building trust and acting as a trusted
advisor
Minimum Qualifications:
Education, Experience, & Certifications:
Minimum 10 years of Federal or DoD Project Management experience in
enterprise networks, enterprise architecture and cloud services
Minimum Bachelor of Science in a technical field such as
Engineering or equivalent experience (Advanced degree such as MBA
or MS in a technical field is highly desired)
PMI PMP certification required
Working knowledge of CMMI and ISO methodology with proven
experience
Proven proficiency with Microsoft Project, Excel, Visio,
PowerPoint, and Word
Required IT managerial experience and education, it is preferred
that the PM be a technical expert in at least one major IT support
area - Information Technology Management, Systems Enhancement and
Engineering, Operations Support or Cybersecurity.
